VoIP technology allows to transform audio signals (voice) in digital information and to transfer them as packets-voice over an IP Network (ex. Internet).
Packets-voice include, in addition to voice related information, other details defining packets source, recipient and timestamps. These metadata allow to correctly "rebuild" voice signal once packets-voice reach the recipient and have to be converted into analogic audio signals.
In order to avoid the "delay effect" packets-voice have to run over the net at a very high speed rate. That's why in order to take advantages from VoIP you usually need to have a broadband Internet connection.
So you can call anybody in the world by paying very cheap rates or completely for free.
